is there a possibility of building a linux OS with only minimal tools needed for penetration testing?
If need a one-line command for this

have a look at parrot os, you can run the home edition and then just install the tools you need.
i have a lubuntu with minimum tools installed
I am using docker for this purpose. My main os is debian. I installed other gui tools like burp-suite.
Installed other tools I need on my docker container.
I am using proxy to connect htb machines on my machine, or interrupt the request.
Take a look at the PTF framework https://github.com/trustedsec/ptf. Allows you to build a nice custom box without the useless extras.
there is katoolin for ubuntu, it adds kali repositories
if you want something different, i can suggest arch linux. simply you can install pure arch linux then add blackarch repositories. this is it, you are good to go. you can install anything you want with yaourt. it will take time to use arch linux but you will be enjoying it. I am using xmonad and sddm and it consumes at start and when it is idle, just ~370 mb of ram.
